PROBLEM TO BE SOLVED: To provide a color filter on-array substrate and a display, capable of attaining a display wide color gamut and improving connection reliability between an electrode and a drive element.SOLUTION: A color filter on-array substrate comprises: a substrate 11; a drive element formed on the substrate 11; a colored layer 2 formed so as to cover the drive element; a flattened film 3 formed so as to cover the colored layer 2; and an electrode 4 formed on the flattened film 3. A contact hole 1 communicated to the drive element is provided in the colored layer 2; the flattened film 3 is extended on the opening of the contact hole 1; and a relation that the opening width of the flattened film 3 extended on the opening of the contact hole 1 is smaller than that of the contact hole 1 is satisfied.
