An organic substance synthesis method using a submerged plasma device comprising: forming a plasma through discharge in a gas containing a carbon dioxide gas but no water in contact with water; and generating an organic substance including performic acid or diformyl peroxide in the water by contact between the plasma and the water, wherein the submerged plasma device including: a first electrode; a solid dielectric layer in contact with the first electrode; a discharge chamber having an inner space accommodating the first electrode and the solid dielectric layer; and a second electrode formed by a metal and arranged so as to oppose the first electrode with the solid dielectric layer therebetween and so as to separate the inner space of the discharge chamber from water, the second electrode having a gas phase surface located on a side of the inner space and a liquid phase surface located on a side of the water, and the second electrode having a plurality of through holes connecting together the gas phase surface and the liquid phase surface, and wherein the organic substance is generated in the water through discharge in the gas including the carbon dioxide gas while forming an interface between the carbon dioxide gas and the water inside each of the through holes of the second electrode.
