In the event of receiving the communications IP packet (packet) from the terminal directly connected to own router 1, means for collecting empty band related information 106 collects empty band related information of all routes available for the above-mentioned packet and stores the route determining information including the collected empty band related information, routes and precedence of the above- mentioned packet in the route storing portion 107. In the event of receiving the communications IP packet (packet) from the terminal directly connected to own router 1, the route specifying portion 108 finds all of the route determining information having precedence equal to above-mentioned communications IP packet and a route matching one of the route available for said IP packet. Then, the route specifying portion 108 selects a route having no overlapping with the route used by other packet with higher precedence and the largest empty band among the found route determining information as the route of the above-mentioned packet.
