PROBLEM TO BE SOLVED: To discriminate classification and degree of a flaw by continuously detecting a patterned flaw and rugged flaws on a steel plate surface on line. SOLUTION: The different polarized lights of the reflected light from a steel plate 4 are measured with three sets of linear array sensors 10a-10c. A signal processing part 13 extracts a proposed flaw area from a polarization image measured. Based on average light intensity in the extracted proposed flaw area, representative values of ellipso-parameter tanΨ, cosΔof the extracted flaw area and a representative value of surface reflection intensity are calculated, and, based on polarity showing whether the ellipse parameter and the surface reflection intensity calculated are in plus area or minus area of a normal part, variation amount and feature amount of form of the flaw, type and classification of the flaw are decided.
