SOLUTION: In a connection of a panel, plural scanning electrodes Y and common electrodes X arranged on one side opposed surfaces on an opposed base board, are connected in common to each other by respectively taking (m) pieces, and (n) pieces of common electrode groups XX1 to XX4 are formed, and the total scanning line number is set to (k=m×n). A scanning pulse is impressed in order on a Y electrode group in response 1 to 1 to a data pulse impressed in an address time slot period between discharge pulses of the electrode group XX1 and the electrodes Y. In this way, an interval between discharge maintaining pulses impressed on the scanning electrodes Y and the common electrodes X is set as an address time slot, and the common electrodes of only the number of data pulses impressed in the address time slot period, are connected to each other by respectively single common electrode groups, and discharge maintaining parallel driving is performed.
