PROBLEM TO BE SOLVED: To properly detect a motion vector by setting the searching range of the vector value of an optimum motion vector. SOLUTION: A motion vector detecting part 103 successively matching- processes inputted data 101 with reference picture data 102 by each divided area to detect a motion vector 104 designated and existing in the searching range of a vector value. A histogram generation part 105 increase the detecting frequency of the motion vector stored in a histogram recording part 109 corresponding to a range the vector value of the detected vector 104 belongs to. At the time of completing this processing for one frame portion, the histogram of the detecting frequency of the motion vector of one frame is prepared in the part 109 and corrected at need. A shift quantity setting part 107 decides a shift quantity in a searching range for a searching range setting part 108 to designate at a next frame according to the prepared (and corrected) histogram. |
