An article (10) for carrying confidential information (18) includes a carrier sheet (12) for carrying confidential information (18); a cover sheet (14) overlying a portion of, and attached to, the carrier sheet (12); and a tamper indicating means (16) attached to the carrier sheet (12) and to the cover sheet (14), the tamper indicating means (16) normally obscuring the confidential information (18) and being non-reattachably detachable from at least one of the carrier sheet (12) and the cover sheet (14) to expose the confidential information.
