PROBLEM TO BE SOLVED: To provide an insulating sheet that can be formed by die cutting only and can flexibly change the floating amount of its surface in accordance with the heights of projecting sections provided on a wiring board. SOLUTION: This insulating sheet 10 is installed to at least one surface of the wiring board and electrically insulates a circuit from other parts on the surface. The sheet 10 is provided with fixing sections 12 which are fixed to the wiring board and have screw inserting holes 12a and cut holes 14A and 14B which are formed around the fixing sections 12 and containing at least circular-arcuate sections formed with the screw inserting holes 12a as their centers. When the sheet 10 is fixed on the wiring board by fixing the fixing sections 12 of the sheet 10 to the wiring board, the surrounding portions of the cut holes 14A and 14B bend and the surface 10A of the sheet 10 is displaced to the vertical direction to avoid the projecting sections of the wiring board.
