PROBLEM TO BE SOLVED: To solve the problem that a HDD incorporated in mobile PC and a portable information electric home appliance is damaged by falling and the like and that the spindle of the HDD is damaged by outer vibration and the like even at non-operation time. SOLUTION: When a recording/reproducing command or a seak command is not issued even in a state where a system is connected to a host device, possibility that the system is damaged can be reduced by fixing a movable part in the HDD for most of the time by providing a means for fixing a disk and a head to a electromagnetic latch. Thus, resistance to outer impact due to the drop of a mobile unit is high, the fault of the spindle by outer vibration at non-operation time can be avoided and therefore the loading rate of the HDD for mobile PC and the portable information electric home appliance increases.
