PROBLEM TO BE SOLVED: To provide a fixing device which can reduce flicker at the time of standing by for fixing while reducing cost and can prevent deterioration due to rush current into a switching means such as SSR and to provide an image forming device provided with the fixing device. SOLUTION: A substrate 5 for controlling temperature of a fixing heater controls switching of SSR3, 4 so that the temperature detected by a thermistor 8 is kept at a prescribed temperature and electric power is supplied from a power source to a main heater 6 being a halogen heater and a subheater 7 being a quartz tube heater.
