<p><P>PROBLEM TO BE SOLVED: To provide a tool used for adding a component into a packaged liquid. <P>SOLUTION: The distribution tube (20) contains a selected material (32) inside the tube. The tube is packaged in the bag (40) through which outer water is not passed until it is used and it is sealed.
