<p><P>PROBLEM TO BE SOLVED: To provide a toll collection system achieved in shortening of time required for distribution of specific information such as illicit information. <P>SOLUTION: Specific information transmitted from a first terminal is received by a first server located at a higher order of the terminal and this specific information is transmitted to both the higher order and lower order.
