PROBLEM TO BE SOLVED: To increase the speed of face detection in a picture while keeping an erroneous detection rate low. SOLUTION: The face picture FP is detected from an entire picture P, and an existence region ER in which eyes should exist is extracted from the face picture FP. Then, it is determined whether or not the opened eyes may exist in the extracted existence region ER.
