PROBLEM TO BE SOLVED: To provide a surface light emitter in which total reflection of light at the interface of a transparent electrode layer and a buffer layer is suppressed and extraction efficiency of light can be improved. SOLUTION: The surface light emitter is provided with a light scattering portion 2 formed on the surface of a translucent substrate 1, a buffer layer 3 which is formed on the surface of the light scattering portion 2 and smoothes the surface roughness of the light scattering portion 2, a transparent electrode layer 4 formed on the surface of the buffer layer 3, and a light-emitting layer 5 which is formed on the opposite side to the translucent substrate of the transparent electrode layer 4. The buffer layer 3 has a refractive index which incliningly varies in the layer so that the refractive index on the transparent electrode layer 4 side may be higher and the refractive index on the light scattering portion 2 side may be smaller, and the refractive index at the interface with the transparent electrode layer 4 of the buffer layer 3 is same or smaller than that of the transparent electrode layer 4. Thereby, it can be made that a large difference in refractive indexes may not occur at the interface of the transparent electrode layer 4 and the buffer layer 3, and total reflection caused by the difference in refractive indexes at the interface can be suppressed.
