PROBLEM TO BE SOLVED: To easily and accurately treat soil contaminated with hazardous substances, such as heavy metals and the like. SOLUTION: A solidifying and insolubilizing agent for contaminated soil comprises MgO and/or a material containing MgO, and a solidifying and insolubilizing auxiliary agent containing ferric chloride, and is added to soil contaminated with hazardous substances to solidify the soil and at the same time insolubilize the hazardous substances contained in the soil.
