PROBLEM TO BE SOLVED: To manufacture a dull-finished steel plate excellent in appearance causing no generation of yellowing by removing a contamination adhering to the surface of a steel plate generated by the post-treatment of the cold-rolled steel plate which is manufactured by subjecting to continuous annealing and also the post-treatment. SOLUTION: The generation of yellowing is suppressed by removing the contamination existing in a region, where the pH of the surface of the steel plate is not lower than 6, before drying-up the surface of the steel plate after the application of the post-treatment.
