An apparatus and process for controlled nuclear fusion of hydrogen ions. The apparatus utilizes three or more electrodes in an electrolytic cell, preferably a single cathode with two anodes which direct current to different faces of the cathode. The current applied to the anodes is varied in a manner which disrupts the hydrogen ion absorption equilibrium within the cathode, resulting in increased absorption of hydrogen ions, and overcrowding of the cathode with hydrogen ions. Adsorption of hydrogen ions by the cathode is enhanced further by preparation of the cathode in a manner which provides molecular pathways through the cathode, such as by epitaxial layering of palladium or other metals on various substrates, micro lithography, masking or etching of the cathode.
