PROBLEM TO BE SOLVED: To obtain the subject new compound having strong antibacterial activity to gram-negative and gram-positive bacteria, having both of good pharmacokinetics and safety and useful as an antibacterial agent used for treatment of infectious diseases. SOLUTION: This compound is represented by formula I [R<1> and R<2> are each H or a 1-6C alkyl; R<3> is H, OH, a halogen or the like; R<4> and R<5> are each H, a halogen, an alkyl or the like; R<6> and R<7> are each H or an alkyl; X<1> is O, S; (n) is 1 or 2; Q is a group of formula II (R<11> is an alkyl or the like; R<12> is H or the like; R<13> is H, amino or the like; X<2> is a halogen or H; A<1> is N or the like; A<2> and A<3> are each N or C; Y is H, phenyl or the like), etc.], its salt or hydrate thereof, e.g. 5-amino-7-(1-amino-4- azatricyclo[6.1.0.0<2> ,<6> ]nonan-4-yl)-1-cyclopropyl-6,8-difluoro-1,4-dihydro-4- oxoquinoline-3-carboxylic acid. The compound of formula I is obtained by reacting a compound of formula III (X<4> is F, phenysulfonyl or the like) with a compound of formula IV (R<111> is same as R<1> or an amino-protecting group) or its addition salt.
