PROBLEM TO BE SOLVED: To prevent a careless and unintentional response to an incoming call or to prevent shifting to speech communication in the case of having all key response functions by detecting whether or not a specific function is currently used and signaling a shift to speech communication with all key response functions at the time detecting that the specific function is used when an incoming call arrives. SOLUTION: A controlling part 17 determines whether or not an environment exists where predetermined continuous key operations such as an input mode of telephone directory data consisting of the name of a transmission destination and a telephone number are executed when an incoming call is judged. And when it is determined that such an operation environment exists, it is waited for any key of a key inputting part 20 utilizing all key response functions to be operated, a shift to a speech communication state is displayed on a displaying part 21 while recognizing that a response operation is performed when any key is operated, a line is quickly connected with a shift to the speech communication state.
