PROBLEM TO BE SOLVED: To provide a heat exchanger which can exchange heat effectively between a fluid, e.g. low temperature water, and a fluid, e.g. refrigerant. SOLUTION: As shown on Fig. 4(b), (c), a second tube 222 passing a fluid, e.g. refrigerant, is arranged on the underside or on the side face of a first tube 221 passing a fluid, e.g. water. Since a fluid, e.g. low temperature water, flowing on the lower side in the passage of the first tube 221 touches a fluid, e.g. refrigerant, in the second tube 222 having a temperature difference, heat is exchanged efficiently between them and heat exchanging performance is enhanced.
