PROBLEM TO BE SOLVED: To form a box compact for housing a cylinder for rotating a flap plate 10 from a fallen position to an upright position at the time of parking in a vehicle restraining device in an unmanned parking area. SOLUTION: On the box 1 for containing the air cylinder 5 to be positioned on the back side of the flap plate 10, a base end part of the flap plate 10 is pivotally attached. In a long groove in a guide part 22 installed along a box side wall, a slide pin 25 protruded on each side of a tip part of a cylinder body 5a of the air cylinder 5 is guided slidable forward and backward. To a tip part of an oscillation lever 14 with its base end part rotatably supported on a flap plate part under a pivotal position of the flap plate 10, a tip part of a cylinder rob 5b is connected. On a back surface of the flap plate 10 ahead of its pivotal position, tip parts of a pair of levers 20 on both sides are respectively attached pivotally, and base end parts of the levers 20 are rotatably supported on the slide pin 25, respectively.
