PROBLEM TO BE SOLVED: To provide such information recording medium and information recording device that the fluctuation of a microscopic magnetic domain is reduced and the micromagnetic domain can be stably formed with high precision on an information recording film. SOLUTION: A magnetic recording medium 10 comprises a soft magnetism film 2, an inorganic compound thin film 3, and an information recording film 4 on a substrate 1. The field of a magnetic head is efficiently applied to the information recording film with the soft magnetic film 2, so that the microscopic magnetic domain can be formed in the information recording film. The inorganic compound thin film 3 has a structure which the right hexagon shaped crystal grain is separated by the amorphous grain boundary, and arranged into the honeycomb shape. By the irregularity based on the step between the crystal grain and the grain boundary of the inorganic compound thin film 3, and the crystallography-linkage produced between the crystal grain and the material in the information recording film, a pinning site is formed in the information recording film, and the microscopic magnetic domain can be located in a desired location with high precision. The magnetic recording medium allows ultra-high density recording beyond 60 Gbits/inch2 to be carried out.
