PROBLEM TO BE SOLVED: To provide a handwriting character recognizing device, by which the accuracy to recognize handwriting characters for each of users is improved with increase in the number of times of recognition even without performing special operation by the user under the environment where plural users input handwriting characters. SOLUTION: This device is provided with an input part 10 for inputting the input pattern of handwriting character, standard dictionary 30 and user dictionary 40 by users, on which the standard pattern of handwriting character by characters and a character pattern by characters peculiar for users are previously registered, a user deciding means 60 for deciding a user by collating an input pattern with the registered patterns, a dictionary selecting means 70 for selecting the correspondent user dictionary 40 corresponding to the decided result of the user deciding means 60, and a dictionary preparing means 80 for newly preparing the user dictionary 40 when the correspondent user dictionary 40 is not registered.
