PROBLEM TO BE SOLVED: To provide a tampering detecting technology by which tampering on a time base can be detected in moving image data. SOLUTION: An inherent information calculating part 102 calculates inherent information which is inherent for each of frames configuring moving image data. An information embedding part 104 embeds the inherent information of a specific frame image present in a position different from a frame image of an embedding target on the time base into the frame image of the embedding target as tempering detection information.
