PURPOSE: A self-closing water saving device having a hand valve is provided to prevent waste of water resources by blocking a continuous outflow of water due to malfunction of the self-closing water saving device while controlling an amount of hot water or cold water. CONSTITUTION: A self-closing water saving device having a hand valve includes an upper valve group(5) connected with a main pipe and having a water path(11), a cartridge group(6) provided inside the upper valve group, a cartridge group cover(7) connected to the valve group and forming an outward appearance wrapping the cartridge group, and a single lever(8) connected to the cartridge group. The cartridge group receives hot water and cold water provided from the upper valve group, mixes water into an amount controlled by the single lever and sends to the water path disposed inside the upper valve group. The single lever controls the amount of hot water and cold water sent to the water path and actuates the cartridge group.
