PROBLEM TO BE SOLVED: To dispense with charge/discharge, when performing updating (learning) the actual capacity of a secondary battery which is a base for residual amount display in a load apparatus or the like. SOLUTION: Following discharge of the secondary battery, an integration part 421 subtracts a discharged charge quantity detected by a current detection resistance from discharge start, and a residual amount operation part 423 determines the actual residual amount, by subtracting an integrated value from a residual amount at the point of discharge start time and determines the actual residual amount by determining the percentage of the actual capacity stored in an actual capacity operation part 422a, as the residual amount(%) displayed on the load apparatus, or the like. Here, a charging/discharging operation part 424a performs updating (learning) at a charging time, after the total charge quantity or the total discharge quantity integrated by the operation part 421 reaches prescribed times of a rated capacity from a previous updating (learning) time, and updates (learns) the value determined, by decreasing an amount as much as the prescribed capacity, from the actual capacity up to that time as a new actual capacity.
