A welfare vehicle having a manual slope for the disabled is provided to achieve a structure of a gentle tilt angle so as to make them feel more safe by solving a problem with a sudden direction change, and a simple configuration so as not to cause small failures, as well as a low production cost. A manual slope is mounted inside a vehicle in such a manner that it is manually extended through an opened rear door(101) up to the ground surface in an inclined way or contracted into the inside of the vehicle. The manual slope comprises: a first step plate(111), being in contact with the ground surface when extended; a second step plate(112), one side end of which is hinge-connected to the vehicle, a pair of rails(133) of which are connected to the first step plate so that the latter is supported by the second step plate and moves longitudinally in a slid manner along the rails; a belt(153), released or locked according to a mode of a changing-over switch(151); an electric fixing unit(150S), arranged inside the vehicle, and having a hook which is fastened to an end of the belt so as to fasten a front side of a wheelchair within the vehicle; a lock projection, projected from a lateral side of the slope body; a lock device(140), locking the lock projection when the slope body is contracted; and a floor projection(104), arranged in the center of a floor space which receives the wheelchair, so as to reinforce the floor space.
