PURPOSE: To increase sealing characteristics of a part which comes into contact with an elastic seal member and a blade holder or the wall part of a toner collection space part without increasing the pressure by which a blade comes into contact with the surface of a photosensitive body. CONSTITUTION: This device is equipped with a device case which has the toner collection space part, the blade holder which is supported in a swingable state in the direction wherein it approaches and leaves the photosensitive body, a blade which is fitted to the blade holder and scrapes toner on the surface of the photosensitive body, an elastic member which applies a force to the blade holder so that it approaches the photosensitive body, and an elastic seal member which is arranged between the wall part of the toner space part and the blade holder and fitted to one of them to press and come into contact with the other, and the blade holder or the wall part of the toner collection space part has a projection part which intrudes into some area on the surface of the elastic seal member facing the blade holder or the wall part of the toner collection space part to press and come into contact with it.
