PURPOSE: To produce surface treated steel foil or a steel sheet free from directional properties in the surface shape (Ra and HSC), increased in the number of crests per single length (HSC) and improved in adhesion with a coating material, an adhesive or a resist by subjecting an original sheet having a large surface area to roughening treatment. CONSTITUTION: A roll in which surface roughness Ra is regulated to 1.3 to 3.0μm and HSC to 40 to 80 pieces/2.5mm by liq. honing is used, and as for the surface of a substrate having 30 to 250μm thickness, the surface roughness Ra is regulated t& 0.3 to 0.8μm and HSC to 40 to 80 pieces/2.5mm. Next, the surface is applied with zinc, nickel, tin, copper or chrome plating to impart a large surface area thereto.
