PURPOSE: An apparatus and a method for removing oxides of hot rolled steel strip in coil are provided which are environmentally friendly and rapidly remove the oxides of the hot rolled steel strip in coil. CONSTITUTION: The apparatus for removing oxides of hot rolled steel strip in coil comprises a rolling mill(17) stretching the hot rolled steel strip in coil to the elongation range of 5 to 35%; and an electrolytic pickling vessel(20) containing an electrolyte into which the hot rolled steel strip in coil rolled by the rolling mill(17) is dipped and separating oxide materials formed on the hot rolled steel strip in coil through electrolysis, wherein oxides of the hot rolled steel strip in coil rolled by the rolling mill(17) are cracked, and the oxides are separated from the hot rolled steel strip in coil by elution of Fe ions and flotation force of hydrogen gas according to the electrolytic reaction in the electrolytic pickling vessel(20). The method for removing oxides of hot rolled steel strip in coil comprises the steps of rolling the hot rolled steel strip in coil to an elongation ranging from 5 to 35%; and removing oxides formed on the surface of the hot rolled steel strip in coil through electrolysis by dipping the rolled hot rolled steel strip in coil into an electrolyte, wherein oxides formed on the hot rolled steel strip in coil are cracked in the rolling step, and the oxides are separated from the hot rolled steel strip in coil by Fe ions of the hot rolled steel strip in coil and flotation force of hydrogen gas generated by electrolysis in the oxide removing step.
