SOLUTION: In the case of stopping the passage of the steel plate 7, the passing speed of the steel plate 7 is decreased under the roll reduction state of the upper and lower work rolls 9a, 9b of a first to fifth mill stands 1-5. The steel plate 7 is stopped to pass while regulating tension by regulating the drooping ratio of an AC motor 10. The zero speed of each AC motor 10 is controlled and regulated so as to become the stationary tension of the steel plate during the stop. In the case of restarting the passage of the stool plate 7, the tension of the steel plate 7 between each mill stand 1-5 is regulated so as to become the stationary tension at the time of passing the plate with a speed controller 13 and an inverter 12 by regulating the drooping ratio of the AC motor 10. By this way, the generation of the breakdown in the steel plate is prevented.
