PROBLEM TO BE SOLVED: To provide a digital cash system being inexpensive to manage and operate and providing a high degree of freedom. SOLUTION: An acquirer brand holder 1 which manages the brand of digital cash manages all of keys used in the process of authorizing the system and issues keys as necessary. The holder 1 distributes keys based on the contents of cooperation to an issuer 2 which issues IC cards 12, and a POS center 17, an MMK center 19 and a franchise terminal device 21 which serve as devices allowing users to use the IC cards or as devices managing such devices; the key issued is not distributed to a ciberstore 16 usable by each user with a PC 14 and a reader-writer 15, but is stored in the holder itself and the process of authorizing a predetermined IC card 12 is effected in accordance with a request from the ciberstore 16.
