PROBLEM TO BE SOLVED: To provide a personal identification system which efficiently identifys an individual by the collation of a template being personal identification data with user-inputted sampling information by a unified processing. SOLUTION: A service provider(SP) and a user device(UD), which perform a personal identification processing, for example, obtain a template from a personal identification certificate(IDC) which a personal identification certifying agency (IDA) being a third party organization generates and performs personal identification. Data following a format, such as a certificate identifier and a user identifier are stored in the IDC and a ciphered template is stored in a mode which can be decoded by an entity performing identification. Thus, the take-out of the template and the personal identification processing can efficiently be realized and the leakage of the template can effectively be prevented.
