PROBLEM TO BE SOLVED: To easily form a high precision tube from a plate material and to relatively thin a tube thickness. SOLUTION: A method is provided with at least a stock moving process to form a recessed part 6 with pressing one side face of a plate material 2 by a pressing tool 5 as well as to move a stock quantity of the recessed part 6 in the tip center direction of the pressing tool 5, a piercing process to pierce a small hole coaxial to the recessed part 6 by a punch 3 having a diameter smaller than the pressing tool 5, a tube forming process to protrude/form a tube part 9 while moving the stock quantity moved in the tip center direction of the pressing tool 5 to the tip direction and a cutting process to cut off roughly at a base part of the tube 9 from the plate material, by transferring the stock quantity moved by the stock moving process to the tip of the tube 1, the tube 1 of having a dimension thicker than a plate thickness of the plate material 2.
