PROBLEM TO BE SOLVED: To stably maintain the tension by providing a magnetic field generating device to generate the alternating magnetic field in the thickness direction of a steel strip on a tension maintaining device. SOLUTION: The tension is adjusted by adjusting the rotational speed of rotary type drums 40a, 40b and the intensity of the alternating magnetic field in the thickness direction of a steel strip 10. The intensity of the alternating magnetic field is adjusted by changing the gap 60 between the rotary type drums 40a, 40b. For example, an opening/closing device 65 which is a gap adjusting means is provided on the rotary type drums 40a, 40b to adjust the gap between two rotary type drums 40a, 40b. The intensity of the alternating magnetic field is adjusted by providing the opening/closing device on at least one of the rotary type drums 40a, 40b for adjustment. A pair of rotary drums 40a, 40b above and below the steel strip 10 opposite to each other, the alternating magnetic field is generated thereby to apply the force to suppress the traveling of the steel strip 10, and the tension is generated between a traveling device and a non-contact type tension maintaining device.
