SOLUTION: A monitoring contents determination means 200 determines a monitoring interval to be a period for monitoring the operation state of the CS or a monitoring item to be an item to be monitored about the operation state of the CS on the basis of the application frequency or load of the CS which is periodically detected by an application state detection means 100.
