PROBLEM TO BE SOLVED: To obtain a water base coating material composition that shows excellent storage stability, forms a coating film having high adhesion to substrates, retort resistance, solvent resistance, and in addition, can form a coating film having excellent balance between hardness and impact resistance. SOLUTION: The objective water base coating material composition characteristically comprises (A) a hydroxyl and carboxyl group-bearing acrylic copolymer, (B) a water base amino resin, (C) an amine compound and (D) a hydrophilic organic solvent.
