PROBLEM TO BE SOLVED: To provide a data distribution device with which the video data of a monitoring camera can be confirmed before and behind the occurrence of abnormalities. SOLUTION: The data distribution device is provided with an input device 102 such as the monitoring camera for inputting video data, a data storage device 105 for storing the video data inputted from the input device 102 for a prescribed period, an abnormality detectors 103 such as a sensor for detecting abnormalities relating to the data inputted in the input device 102, and an abnormality management device 111 for inputting abnormality information relating to abnormalities detected by the abnormality detector 103, reading data stored in a data storage device 105 when the abnormality information is inputted, storing the read data in the data storage device 110, and storing the video data inputted from the input device 102 after the occurrence of abnormalities in the data storage device 110, and a data distribution device 104 for distributing the data stored in the data storage device 110 to a terminal 6.
