PROBLEM TO BE SOLVED: To eliminate a complicated program arrangement operation related to a broadcast program production. SOLUTION: A program broadcast system 1 sets linkage of broadcast materials when the broadcast materials received from offered media starting with broadcast materials collected at material gathering, a network, a video tape, a CD (Compact Disc), a DVD (Digital Versatile Disc), and the like are stored in a material server 31. By this setting, when a video material used for a program is selected at a program arrangement preparing terminal 23 and a linked voice material is designated, the voice material linked with the video material is automatically extracted.
