<P>PROBLEM TO BE SOLVED: To provide an image recognition device capable of attaining improvement in operation efficiency, a surface mounting machine, a substrate inspection device and a printer having this image recognition device. <P>SOLUTION: Only a fetched image of a predetermined range where an electronic part of an imaged area by an imaging element 51 is projected is transferred to an image processing unit 60. Since transfer of unnecessary data is dispensed with, the transfer time of the fetched image is shortened. Further, image processing of unnecessary data in the image processing unit 60 is also dispensed with, the time required for image processing can be shortened.
