PROBLEM TO BE SOLVED: To provide a developing device capable of preventing the occurrence of the aggregate of developer, and then, preventing the developer from leaking out of a sealing member, and to provide a process cartridge and an image forming apparatus. SOLUTION: A toner stirring gear 106 is connected to a connection gear 105, and positioned ahead of a notched part 60b, and in a part slightly biased to the front under the notched part 49a of a blade supporting plate 49. The toner stirring gear 106 is rotated in reply to the transmission of a driving force when the connection gear 105 is rotated together with the roller shaft 53 of a supply roller 38. With the rotation of the toner stirring gear 106, the toner scraped by the notched part 60b from the surface of the roller 56 of the developing roller 39 passes through a gap between the notched part 49a of the blade supporting plate 49 and the toner stirring gear 106, then, is returned to a toner storage chamber 37.
