PROBLEM TO BE SOLVED: To improve detection rate by properly adding confidential codes to image data. SOLUTION: A determining means determines for each of a plurality of area obtained by dividing a confidential document, whether the confidential codes can be read when the confidential codes are added. An arrangement deciding means decides an area to which the confidential codes are written on the basis of a result of determination of the determining means, other than four areas determined as areas where the presence of a high-density region 200 prevents the confidential codes from being read if they are added. As described above, since the confidential codes for controlling a confidential state are arranged preferentially to additional information as auxiliary information, so that a total area of the area where the confidential codes are written may be a predetermined value or more, the detecting rate of the confidential codes can be improved.
