PROBLEM TO BE SOLVED: To provide a wetting device of high portability capable of efficiently and surely wetting an asbestos layer or the like of a ceiling or a wall surface in wetting work prior to removal work of the asbestos layer or the like and carried in and out of a narrow room through a security zone, and to provide a wetting method. SOLUTION: The length of a vertical extension member 2 is adjusted to allow an enlarged opening 3 to abut on the ceiling to which asbestos is sprayed. A closed space is thereby formed by the ceiling and a wetting liquid receiving member 5, and wetting liquid is jetted toward the ceiling from a wetting liquid jetting means 6 provided therein. An abutting state is maintained until the wetting liquid infiltrates into the inner part of the asbestos layer.
