A system and a method for a mobile electronic purse payment service by using IC card are provided to supply benefits to both a user and a contents provider by performing an electronic payment between the user and the contents provider without the mediation of a mobile communication provider. A gateway server(20) relays data, and a contents server transmits payment request data to a portable phone(40). The portable phone includes an IC card(50), and displays the balance charged and the payment request money. The portable phone transmits the payment approval data to an authentication server(10). The authentication server authenticates the contents of payment approval data, and transmits the payment complete notifying data to the contents server.
