PROBLEM TO BE SOLVED: To provide a damper capable of improving the stability of attenuating force to temperature change, and a method of manufacturing the damper.SOLUTION: A damper is equipped with a housing 11 formed with an opening; a cap 12 blocking the opening of the housing 11; a moving body movably stored between the housing 11 and the cap 12; and a gel-type attenuating catalyst filled in a moving area of the moving body in the housing 11. The housing 11 and the cap 12 are objects, and the attenuating catalyst is fitted between the objects and the moving body.
