PROBLEM TO BE SOLVED: To provide a sharpened decoded image even when the quantization accuracy of an area which should be improved in visibility or discriminability is low in many cases in an image processor for performing compression encoding processing on an input image.SOLUTION: An image processor 20 includes: an image analysis part 210 for analyzing an input image on the basis of a preliminarily set determination reference to generate significant area information; an image extraction part 220 for extracting a significant area image from the input image on the basis of the significant area information; a super-resolution enlargement processing part 230 for performing high resolution processing on the significant area image to generate a significant area super-resolution image; a simple enlargement processing part 240 for performing simple enlargement processing on the input image to generate a simple enlarged image; an image synthesis part 250 for synthesizing the significant area super-resolution image with the simple enlarged image on the basis of the significant area information; and an encoding part 260 for performing encoding processing on the image synthesized by the image synthesis part.SELECTED DRAWING: Figure 1
