PROBLEM TO BE SOLVED: To provide an AFC system which shortens the drawing time of frequency offset, reduces arrors, and as a result, can control soft handover times. SOLUTION: In the AFC system, frequency offset is corrected on the basis of the weighted average of a phase rotation amount.
