PROBLEM TO BE SOLVED: To simultaneously distribute cells to be transferred by synchronous operation to both current and stand-by systems after respectively sending asynchronously operated cells in respective systems without temporarily stopping the sending of the cells even when the numbers of cells retained in respective systems during a period of asynchronous operation are mutually different in a duplexed cell distribution control system. SOLUTION: Each of synchronous control parts 106, 116 judges an operation mode, and at the time of asynchronous operation, transmits cells stored in a buffer of its own system by its own cell distribution device 105 or 115 in each system independently of the number of retained cells stored in a buffer of the other system. When asynchronous operation is switched to synchronous operation, the control part 106 or 116 monitors the number of retained cells stored in the buffer of its own system and the number of retained cells stored in the buffer of the other system, and when all cells retained during the asynchronous operation of both the systems are completely cleared, the sweeping processing of cells in both the systems is restarted by a ring buffer address control part.
