PROBLEM TO BE SOLVED: To reduce arithmetic precision requested for the calculation of a conversion function and to prevent the occurrence of mismatching due to the arithmetic precision of the conversion function by restricting the horizontal/vertical components of a motion vector on respective picture elements used at the time of composing predicted pictures to the specific integral multiple of a distance between the adjacent picture elements. SOLUTION: A motion parameter when the patch 102 of a reference picture 101 is estimated to move to the patch 107 of a present frame 106 is obtained from the coordinates of respective apexes 103-105 and 108-110. A motion compensation system where a restriction that whole picture elements belonging to the same patch have the common motion vector is not given and the horizontal/vertical components of the motion vector of the picture element can obtain the value other than the integral multiple of the distance between the adjacent picture elements is executed. The horizontal/vertical components of the motion vector of the respective picture elements at the time of composing the predicted pictures are restricted to the integral multiples of 1/d1 and 1/d2 (d1 and d2 are positive integers) of the distance between the adjacent picture elements. Thus, the occurrence of the mismatching of the predicted picture can be prevented and the operation precision of the conversion function can be reduced.
