PROBLEM TO BE SOLVED: To provide a device and its method capable of efficiently decomposing water containing an organic substance and also continuously performing water treatment. SOLUTION: The water treatment is efficiently performed by decomposing dissolved substances contained in the liquid to be treated by using a photocatalyst, ultraviolet ray and bubble ozone, further by continuously separating the catalyst and the liquid to be treated by using a settling separation tube.
